PNWER NAFTA Modernization and USMCA Taskforce
During the 2016 Winter Meeting in Boise, The Pacific NorthWest Economic Region (PNWER) Executive Committee created a PNWER NAFTA Modernization Taskforce with representatives from each of PNWER's U.S. and Canadian jurisdictions. The Taskforce conducted a survey among key regional U.S. and Canadian industries, businesses, and stakeholders to develop a list of overarching principles and recommendations for a modernized NAFTA. Results were submitted to both federal governments and presented at the PNWER 2017 Annual Summit. Results of the survey and submissions to the U.S. and Canadian federal governments can be viewed below.
In 2018, PNWER encouraged the U.S. and Canadian Federal Governments to strive towards a modernized NAFTA that builds upon its current success to further enhance trade and investment in North America. In the U.S., PNWER has communicated our recommendations to the White House, the Department of Commerce, and the United States Trade Representative. In Canada, PNWER presented to the Canadian Parliament on the importance of a tri-lateral NAFTA agreement. PNWER also sent numerous letters asking for Canadian exemption for steel and aluminum tariffs and the repeal of the tariff on Canadian newsprint.
PNWER sent six letters this year to the White House and U.S. Department of Commerce on the importance of bi-national trade and opposition to unnecessary tariffs. PNWER issued a statement against tariffs on uncoated paper that was used by Congress in an ITC Hearing. Ultimately, the tariff was discontinued. PNWER worked to galvanize state legislative support against tariffs and in favor of a waiver for Canada on steel and aluminum tariffs. PNWER hosted sessions at the Summit in Spokane and at the Whitehorse Economic Leadership Forum on the impact of tariffs and is working on compiling specific case studies of industries being affected. These case studies will be collected and shared with congressional leaders to illustrate the negative impact of steel and aluminum tariffs to industries on both sides of the border.

PNWER JOINS the PASS USMCA COALITION
Since the USMCA was signed by the leaders of the U.S., Mexico, and Canada in November of 2018, PNWER has supported the trade deal as an important part of the U.S.-Canada relationship. PNWER has sent letters to and met with members of Congress to encourage them to ratify USMCA while emphasizing the importance of maintaining a strong trade relationship with our closest neighbors.
